Be skeptical, too, of Chicago’s promises that any contractor—Boring Company included—will pay for this tunnel’s construction and maintenance all on its lonesome. Public transportation construction and operations are rarely profitable, says David Levinson, a transportation engineer at the University of Sydney. “There’s no way fares will cover the capital costs of a tunnel," he says.
